The Ever-Expanding House of Commons and the Decennial Debate Over Representation by Population


The Journal of Parliamentary and Political Law has just published my piece on the history of the Representation Formulas from 2011 and 2022 and how the two competing bills to amend the Representation Formula in 2022 show that we still debate the very purpose and nature of political representation in Canada.
